Organizing:  Coordinate the involvement of members and stewards in organizing.

 Education:  Developing and carrying out the Local’s educational programs.

Legislation/Politics: Works to advance the interest of the union and its members in the legislative field.

Community Services: Helps develop programs to involve the union in the community and to join in coalitions with other organizations in support of worthwhile causes.

Membership: Accepts or rejects application for membership in the Local.

Election: Conducts all Local nominations, elections, and referendums in accordance with the CWA constitution, Bylaws and federal law.

Mobilization: Responsible for developing and carrying out mobilization activities around important workplace issues.

The triangle symbolizes the three major programs of the union: representation, organizing, and community/political action. None can stand alone. If the triangle is broken on any side, sooner or later it will be broken on every side. CWA's founding president, Joseph Beirne, called this the "triple threat."
